For passengers and freight, Transport North East (TNE) oversees strategic transport planning at a regional level on behalf of the North East Joint Transport Committee, representing the seven local authorities in our region. 

We have an exciting opportunity for a Infrastructure Development Sponsor – Rail to join our Rail Team.  This is a new role to lead on and provide effective sponsorship for the Transport North East’s (TNE’s) Rail Infrastructure delivery programme, in conjunction with partners. The successful candidate will be responsible for ensuring identification and delivery of stakeholder and operational requirement and the delivery of benefits in alignment with the stated objectives of the North East Rail and Metro Strategy (NERMS) and the North East Transport Plan. You will also be required to collaborate closely with key stakeholders to ensure the support and effective delivery of projects within the programme.

One of the key projects to progress in the short term is the Washington Metro Loop extension scheme as part of the wider Leamside ambition. Recently concluded Strategic Outline Case is now leading into the development for the Outline Business Case. A key part of this role will to be ensure momentum is maintained on the project and key outcomes are delivered through working with Nexus, our delivery partner. Six other corridors studies are planned for 2023/24 leading to a pipeline of rail and Metro extension schemes.

As well as the large scale projects the post holder will develop (with partners and stakeholders) smaller interventions to improve the quality of the existing rail offer and thereby attract future passengers to increase the overall rail market share of journeys to, from and within the North East.

TNE will rely on delivery partners (Nexus, Northern Rail and local authorities) to carry out the detailed design and implementation of these interventions and you will be expected to collaborate with partner organisations to co-ordinate the programme’s projects, provide overarching management of their inter-dependencies, ensure schemes meet all assurance requirements, undertake programme reporting and monitoring and provide oversight of any risks and issues and implement solutions.

The successful candidate will hold a degree or equivalent in a relevant field and demonstrate evidence of continuous professional development. You should have experience of being responsible for leading the delivery of projects or areas of work and developing effective partnerships with key stakeholders. You should have excellent planning skills and be a strong communicator both verbally and in writing. You should be confident, taking ownership of issues and being proactive in developing solutions. We are looking for someone who is highly motivated and enthusiastic with a focus on delivery to make their mark in this exciting new role.

In this regional role you will be required to confidently and competently work with your counterparts across the North East so the ability to work collaboratively will be important.

Based at Gateshead Civic Centre and remote working, you will have excellent ICT skills and should be able to work flexibly, sometimes under pressure to meet tight deadlines.  Attention to detail is paramount in this role, and as we are a public sector organisation you will be politically sensitive.
